Janice Izlar, RN, CRNA, DNAP - President

Advanced Practice Registered Nurse Member

Izlar is a certified registered nurse anesthetist. She is a member of the Georgia Nurses Association and the American Nurses Association. Izlar served as board president for the Georgia Association of Nurse Anesthetists and the American Association of Nurse Anesthetists. She sits on the board of directors for the American Association for Accreditation of Ambulatory Surgery Facilities and the board of visitors of the Columbia University School of Nursing. Izlar graduated from the North Carolina Baptist Hospital School of Nurse Anesthesia, earned a master’s degree in Nursing from Columbia University and a doctorate in Nurse Anesthesia Practice from Virginia Commonwealth University. She and her husband, Charles, have one child. They reside in Savannah.

Amy Hooper, LPN - Vice President

Licensed Practical Nurse Member

Amy earned a licensed practical nursing degree from Chattahoochee Technical Institute in 1998.  She is a Community Relations Representative for PruittHealth Home Health and works as a community nurse liaison assisting patients, families and health care professionals with post-acute care needs.  Amy develops and maintains relationships with long-term care, acute care facilities, as well as physician offices.  She is active in her community and volunteers her time with numerous civic organizations.  She and her husband, Trenton, have one son.

Nancy Barton, RN, MSN
Nursing Service Administration Member

Nancy graduated with a diploma in nursing from Georgia Baptist Hospital School of Nursing in 1972 and completed her BSN and MSN degrees from the Medical College of Georgia in 1974 and 1976.  She is Director, Clinical Resource Management/Nursing Support services at Northeast Georgia Medical Center in Gainesville.  Nancy held a variety of nursing positions over the years including nursing education at both the Associate’s degree and BSN level in Georgia and Texas.  She is a member of American Organization of Nurse Executives, National Association for Healthcare Quality, and Sigma Theta Tau.  Nancy has published articles and chapters in books over the years and is a prolific speaker at national conferences around Staffing and resources allocations, acuity base staffing, outcomes management, and nursing finance.  Nancy lives in Gainesville and has one daughter who is also an RN and four grandchildren.

Tracey Blalock, RN, MSN, MBA, NEA-BC
Nursing Service Administration Member

Tracey is the chief nursing executive for Navicent Health and the chief nursing officer for the Navicent Health Medical Center. She is a member of the American Organization of Nurse Executives, the American Nurses Association and the Georgia Organization of Nurse Leaders. Tracey earned master’s degrees in Nursing and Business Administration from Georgia College and State University. She and her husband, Richard, have four children. They reside in Warner Robins.

Fredettena “Tina” Fletcher, LPN
Licensed Practical Nurse Member

Tina earned a practical nursing diploma from Griffin Technical College Nursing School in 1986.  She is an RAI Director/MDS at Heritage Inn Nursing Home in Barnesville.  In 2003, Tina became a Nurse Assessment Coordinator Certified through the GNHA.  She is a member of the Class of 2009 of Leadership Lamar and serves on the Board of Directors for the Lamar County College and Career Academy.  Tina served as vice chair of the Georgia Board of Examiners of Licensed Practical Nurses in 2013 and 2014.  She and her husband, James, have two children.

Linda G. Floyd, RN, EdD, PMHNP-BC

Linda is a psychiatric nurse and serves as a nurse educator at the College of Nursing and Health Sciences at Valdosta State University.  She works as a nurse practitioner with Dr. Livingstone Rasalam of Pathway Wellness Center and for Southland MD with Dr. Jonathan Williams and Dr. Allen Lee.  Floyd earned a bachelor’s degree in Nursing, a dual master’s degree in Clinical Counseling and Nursing and a doctorate in Education from Valdosta State University.  She has one son and one grandson and resides in Valdosta.

Merry Fort, RN, BS
Nursing Service Administration Member

Merry is the vice president of clinical services for Accountable Healthcare Staffing. She is a member of the Georgia Organization of Nurse Leaders at both the district and state levels. Fort is also active in the American Organization of Nurse Executives. She earned a bachelor’s degree from Mercer University and a nursing degree from Macon State College. Fort and her husband, Samuel, have two children and two grandchildren. They reside in Macon.

Kellie R. Lockwood, RN, MSN
Practical Nursing Education Member

Kellie graduated from Grady Memorial Hospital School of Nursing’s diploma program and earned a Bachelor of Science in Nursing from The University of the State of New York, and a Master’s degree in Nursing from Valdosta State University.  She is a practical nursing instructor at Wiregrass Georgia Technical College.  Her nursing experience includes medical-surgical areas, operating room, Head Start programs, and Home Health Services. She was a member of the first class of instructors for the Emergency Medical Technicians program initiated by the Technical Colleges of Georgia and taught the original first responder course for Coffee County.  She served as the chair of the Georgia Board of Examiners of Licensed Practical Nurses in 2013 and 2014.

K. Andrea Phipps, LPN

Licensed Practical Nurse Member

Andrea earned her LPN diploma from Dalton State College and is currently pursuing her master's degree in nursing.  She is a nurse at RossWoods Adult Day Services specializing in geriatric nursing.  She is a certified infection control nurse and certified wound care nurse.    Andrea is a former volunteer fire fighter, has a degree in interior design, is a wedding planner, and has her own animal rescue team. She volunteers with the Alzheimer’s Association, MDA-Jerry’s Kids, Whitfield County Animal Rescue and Adoption, and Susan G. Komen Breast Cancer Foundation. She is married to her best friend Doug Phipps and has two daughters and one grandson.

Brenda B. Rowe, RN, MN, JD
Registered Nursing Education Member

Brenda received her Master’s degree in Nursing from Emory University and Juris Doctor from Georgia State University.  She has practiced in nursing education for over thirty years and is currently an Associate Professor at Georgia Baptist College of Nursing of Mercer University. Brenda is a member of American Nurses Association, Georgia Nurses Association, Sigma Theta Tau International, and State Bar of Georgia.  In 2012, she was appointed by the Board of Directors of the National Council of State Boards of Nursing to serve on the NCLEX Item Review Subcommittee and in 2013, she was the recipient of the Georgia Baptist College of Nursing Distinguished Faculty Member of the Year Award.  She completed twenty-eight years in the United State Army Reserves and served during Desert Shield/Desert Storm.  Her interests include regulation of nursing practice, health care policy, legal and ethical issues affecting health care, and NCLEX-RN preparation for pre-licensure students.

Dellarie L. Shilling, RN, DNP, FNP-BC

Registered Nursing Education Member

Dellarie is an assistant professor in the School of Nursing at Georgia Southern University. She has been a nurse in Georgia for more than 31 years. She is a member of the American Association of Nurse Practitioners, Coalition of Advanced Practice Nurses, the United Advanced Practice Registered Nurses of Georgia and president of the Mu Kappa Chapter of Sigma Theta Tau International Nursing Honor Society. Shilling earned a bachelor’s degree in Nursing from Armstrong State College, a master’s degree in Family Nurse Practitioner and a doctor of Nursing Practice from Georgia Southern University. She has two adult children and resides in Statesboro.

Blair works with the Fund Development department for the Girl Scouts of Historic Georgia as well as  the Career Women’s Network, the Rotary Clubs of Downtown Macon and Historic Macon and the Museum of Arts and Science. She was recognized as a Woman of Achievement by the Career Women’s Network. Blair earned a bachelor’s degree in Biology from Salem College and resides in Macon.

Julia Worthy, RN, MSN
Registered Nurse Member

Julia earned a Bachelor's degree at Vanderbilt University and a Master's degree in Nursing at Yale University with a focus in Adult Advanced Practice Oncology Nursing.  She has practiced clinical floor nursing in both pediatric bone marrow transplant and adult acute inpatient oncology settings, in addition to implementing and managing breast care programs in North Carolina and Alabama.  She joined Myriad Genetic Laboratories as a Regional Medical Specialist in 2012 and is currently the Oncology Account Executive for the greater Atlanta area.  In her current role she educates oncology providers regarding the diagnosis, management, and treatment of hereditary cancer syndromes.  Julia co-authored the breast care management chapter in the graduate entry nursing textbook Focus on Adult Health Medical-Surgical Nursing in 2010.  She is a member of Sigma Theta Tau International and the Oncology Nursing Society.  Julia and her husband, Thomas reside in Atlanta.

Jim has served as executive director of the Georgia Board of Nursing since August 2010.  He was appointed by the Board of Directors of the National Council of State Boards of Nursing to serve on the Commitment to Ongoing Regulatory Excellence (CORE) Committee in 2012.  In 2013, the Georgia Nurses Association awarded him the Excellence in Partnership with Nursing Award.  He currently serves as a member of the Board of Directors of the National Council of State Boards of Nursing.  He and his wife Amber have two children, Parker and Anna.
