Public Hearing Notice on Proposed Regulations for Georgia Property Owners Bill of Rights
Atlanta – Secretary of State Brad Raffensperger announced his office will be holding hearings for public comment on new proposed rules and regulations for implementing the Georgia Property Owners’ Bill of Rights Act on Wednesday, November 4 and Thursday, November 5.
Passed by the General Assembly in 2026 legislative session, Senate Bill 406 established certain rights and protections for property owners living in communities governed by Owners’ Associations. The law also requires that Owners’ Associations register with the Secretary of State’s Office annually. An active registration is required for an Owners’ Association to impose fines or fees.
“Homeowners deserve transparency, accountability, and a clear understanding of their rights. This law establishes important protections for Georgia property owners and ensures Owners’ Associations are held to appropriate standards,” said Secretary Raffensperger. “We encourage homeowners, association representatives, and other interested Georgians to participate in this process and share their input as we work to implement this important law.
A public hearing on the rules and regulations will take place at the Coverdell Legislative Office Building (CLOB), room 307, in Atlanta from 9 AM through 4 PM. Members of the public are encouraged to attend and provide feedback on the proposed rules.
