Raffensperger: National Scorecard Confirms Georgia Has Highest Standards for Election Administration

Atlanta– Georgia Secretary of State Brad Raffensperger announced that Georgia has earned a perfect five-star rating in the R Street Institute's inaugural Election Policy 50-State Scorecard.
Georgia was one of only four states in the nation to receive the report's highest overall rating and the only state to earn a perfect score in the report's supplemental policy category — validating Raffensperger’s years of election reforms focused on security, transparency, accuracy, and voter confidence.
"Georgia has the highest standards for election administration because we don't chase headlines — we deliver results," said Secretary of State Brad Raffensperger. "Our elections are secure, accessible, transparent, and accountable. While others make excuses or score political points, Georgia has invested in modern technology, clean voter rolls, rigorous audits, and professional election administration that voters trust."
The R Street Institute evaluated every state's election laws and procedures across six key areas: Voter eligibility, Voter registration, Voter list maintenance, Voter identification, Early voting, Tabulation, and Post-election audits.
Georgia's top ranking reflects the years of reforms championed by Secretary Raffensperger, implemented in partnership with Georgia's county election officials.
Since 2019, Georgia has:
- Maintained one of the nation's cleanest and most accurate voter registration rolls through aggressive list maintenance and regular audits.
- Expanded opportunities for Georgians to vote early while preserving strong security measures.
- Implemented statewide risk-limiting audits and comprehensive post-election audit procedures that have become a national model.
- Modernized election systems to improve transparency, accuracy, and efficiency.
Increased public confidence by making election processes more open, verifiable, and accountable.
"Good election administration isn't about partisan talking points — it's about earning the confidence of every legal voter," Raffensperger said. "This independent recognition confirms that Georgia has achieved what every state should strive for: elections that are both easy to vote in and hard to cheat."
The R Street Institute noted that states receiving the highest ratings successfully balance voter access with strong safeguards that protect election integrity. Georgia's perfect rating reflects policies that ensure election security while minimizing unnecessary burdens on voters and election officials.

The R Street Institute's Election Policy 50-State Scorecard evaluated election policies in effect as of June 15, measuring states against objective standards designed to promote secure, transparent, and trustworthy elections.
