Safe at Home is an address confidentiality program. It provides a legal substitute address and a mail forwarding service for survivors of domestic violence, sexual assault, human trafficking, stalking, or other eligible individuals whose safety may be compromised by public disclosure of their residential address. 

Individuals can apply using an Advocate Assistant or on their own by completing an application form, complete with a sworn statement (with the penalty of perjury) of need for the program. Applications must be sent to the Secretary of State’s Office for approval.

  3. Once an applicant is approved, they will be notified by Safe at Home and will receive an enrollment packet and Safe at Home ID card.

No, the Secretary of State’s Office will not contact any governmental agencies notifying them of a participant’s enrollment. Once a participant has received their enrollment package, it is their responsibility to contact any state and local public agencies they will encounter to begin masking their address.

No, private companies are not required to comply according to SB 324. However, some companies (for example, US Bank) voluntarily comply with address confidentiality program requirements. Participants should ask companies if they would voluntarily comply to use their substitute address.

No, there are some agencies that will need to know your private address, but they are not allowed to share the address with other government agencies or via a public records request. Agencies that have a bona fide need exemption can be found here.

There is no cost to apply for or participate in the Safe at Home Program.

Safe at Home enroll is for four years. Participants can renew their certification in the program for as long as they have a need. When a participant’s enrollment is approaching expiration, the participant will be notified by Safe at Home, where they can decide if they would like to renew.
