Frequently Asked Questions about the Georgia Board of Utility Contractors
To apply, submit the current version of the necessary application form, fee, and all required documents to this office.
All application forms with complete instructions are available to download/print on our website.
In addition to the completed application form and fee, you must submit the following:
For Utility Foreman:
- Secure & Verifiable document
- Background check from a law enforcement agency
- A notarized letter on company letterhead from supervising utility manager
- Proof of completion for excavation and confined space safety training taken within the past two years
For Utility Managers:
- Secure & Verifiable document
- Background check from a law enforcement agency
- A notarized letter on company letterhead from supervising utility manager
- Proof of completion for excavation and confined space safety training taken within the past two years
- 3 reference forms and a copy of your Utility Foreman license
- You must have held a Utility Foreman license in GEORGIA for at least 2 years UNLESS you are submitting out-of-state experience
For Utility Contractors:
- Secure & Verifiable document
- A copy of your company safety policy
NOTE: Additional documents/information may be requested at the Board’s discretion.
An SVD is an acceptable form of identification, such as a driver’s license or passport.

No, Georgia does not have reciprocity with other states for Utility Contractors.
Once the Board approves you to sit for the exam, you’ll receive an Exam Approval Letter with instructions on registering through our testing vendor, PSI. Exam approval letters are valid for one year.

Only the reference materials listed on the 2024 Exam Reference List may be used during the examination. No other reference materials will be allowed. Some test questions are based on field experience and knowledge of trade practices; therefore, questions will not be limited to the reference materials listed on the 2024 Exam Reference list. Candidates may bring as many or as few of the references listed as desired.
If you fail, you can register with PSI to retake the exam. Exam approvals are valid for one year.
The renewal period for Utility contractors is February through April of odd years.
Licenses can be renewed online here: Renewal Login, or you may request a paper renewal form through the mail.
Reminders for renewals are sent to licensees via the email on file with your account (NOTE: Be sure to check your spam folder if you are not receiving emails).
Utility Foremen and Managers must complete the required safety training for renewal.

You must notify the Board of the severance or employment of a Utility Manager and complete the following form: 47 Utility - Employment or Severance of Manager.pdf (ga.gov).
The Board must be notified within 5 days following the Utility Manager’s last day of employment with the company.
